Dr. Juan Carlos Baltazar is an Associate Research Engineer with the ESL where he analyzes the measurement and verification data as well as meteorological data required by all ESL projects. He has been the main analyst for a variety of projects completed by the ESL including the Prairie View A&M University and NREL projects. He is also responsible for the collection and analysis of data from the Texas Wind Energy and Renewable Energy Sources programs.
Dr. Baltazar’s area of expertise is in Renewable Energy Systems and Energy Use Efficiency. In particular, he has extensive knowledge of solar thermal systems and has over twenty-five years of academic research in these fields. Dr. Baltazar has published over sixty peer reviewed articles and produced over 150 internal and technical reports since working at the ESL. He has developed six software programs for energy analysis and simulation. Teaching activities at the Instituto de Investigaciones Cientificas (Science Research Institute) of the University of Guanajuato, Mexico, as well as at Texas A&M University include a variety of courses in the areas of Solar Energy Engineering and Building Thermal Design.
Recent projects with the ESL include data analysis and baseline modeling development for the army hospitals network (MEDCOM), Fort Sill, Fort Carson, and Fort Bragg, as well as the measurement and verification of energy and cost savings for Alamo Community College District, San Antonio, Texas.
Dr. Baltazar’s educational background includes a B.S. in Chemical Engineering and M.S. in Mechanical Engineering from the University of Guanajuanto, Mexico, a M.S. equivalent in Computer Science from the Leon Institute of Technology, Leon, Mexico, and M.S. and Ph.D. degrees in Mechanical Engineering from Texas A&M University.
