Mr. Bahman Yazdani, P.E., has over 38 years of practical experience in the field of energy management, energy efficiency, and energy codes. He has served as the PI for over $45,000,000 in research projects for the USDOE and other research projects in the field of energy efficiency and energy management. Over the years he has helped over 150 municipalities, 20 counties, and 30 school districts in Texas, as well as many other private entities with various energy efficiency programs.

Since 2001, Mr. Yazdani has been a Co-Principal Investigator for the ESL’s mandated legislative responsibilities under the Texas Emissions Reduction Plan (TERP). Several of ESL’s mandated responsibilities under the TERP are focused on supporting and assisting the state-wide implementation of the Texas Building Energy Performance Standards. This support is provided by the ESL through various channels including: the review of new energy codes then providing recommendations to the state regarding the adoption of new energy codes, assisting municipalities with local energy-code amendments, developing and providing energy code compliance tools such as the ESL’s International Code Compliant Calculator, and providing various technical training to code officials and other stakeholders in the building industry. Another main ESL legislative responsibility under the TERP, for which Mr. Yazdani is a Co-Principal Investigator, is to report to state and federal agencies on the impact of energy efficiency programs and renewable energy programs on emissions reduction.

Since 2004, Mr. Yazdani has been a Co-Principal Investigator for the US EPA’s National Center of Excellence at the ESL. Over the past eleven years, he has been the Conference Chair for the ESL’s Clean Air Through Energy Efficiency (CATEE) Conference. The CATEE Conference, which is held annually, is a premiere educational conference and business exhibition connecting public and private decision makers, for the purpose of helping communities improve decisions that determine the energy and water intensity of the built environment and reduce related emissions.

Throughout his 18 years with the ESL, Mr. Yazdani has been heavily involved in the ESL’s Continuous Commissioning® process and projects. He is ESL’s Principal Investigator for the DFW Airport and Houston Airport System projects. Other projects include: the Texas A&M University, Conroe ISD, and Alamo Colleges.

In addition, during his time with the ESL, Mr. Yazdani was the manager of the US-DOE Rebuild America Program for Texas for seven years, providing a network of technical and business expertise that helped the state/local governments and businesses cooperate as community partners to save money by: cutting energy use in their facilities, creating jobs, promoting growth, and protecting the environment.

Prior to working for the ESL, Mr. Yazdani had served both as the Energy Manager for Dallas County and the Energy Manager for Bryan ISD. He was the President and CEO of Texas Energy Engineering Services, Inc., as well as an independent Engineering Consultant, where he provided engineering design and construction management for various projects including: central chiller plants, direct digital energy management, control systems, alternative energy design, indoor air quality design, and improvements.

Mr. Yazdani received a B.S. in Mechanical Engineering from Louisiana State University and a M.S. in Mechanical Engineering from Texas A&M University. He is a registered professional engineer in Texas and is currently an active member of the new State Energy Conservation Office’s Energy Codes Compliance Collaborative for Texas (2012). He is a member of the North Central Texas Council of Governments (NCTCOG) Building and Energy Advisory Board, NCTCOG Regional Coordinating Committee, and the Building Officials Association of Texas.
